Number Plates/ background and color

I'm an intermidiate so I need to have black background and white numbers. is a color outline ok? see picture:

If you're going to put outlines they have to be in hot pink or neon green.

at the last national i saw some people in random classes that were running RED plates with white numbers? does that mean that individual won the nationals in his or her class in the prior year?
i was confused by that.

Yup, national champion for each class has the option of running a red plate. Many of them were bumped at the end of last year so might not be dominating in their new class...

Only problem I see Joey 299b is your and Expert and colors are white with black numbers!
Ramsey you on vacation or what? I thought for sure you would have chimed in on this one by now!
